REQUIREMENTS
Anjouan’s requirements are straightforward, focusing on core due diligence and basic corporate compliance:

The process of obtaining a gambling license in Anjouan involves the following steps:

1. Initial Consultation and Structure Setup
NUR Legal begins the process by advising on the most effective corporate structure for obtaining an Anjouan gambling license. Often, this involves establishing a holding company in a complementary jurisdiction, such as Belize, to serve as the applicant. This structure can improve access to banking and payment processing options.
Simultaneously, we coordinate with the Anjouan Offshore Finance Authority (AOFA) or its designated agent, Anjouan Licensing Services Inc. (ALSI), to obtain the latest application materials. From the outset, we ensure that your business plan and internal policies are fully aligned with Anjouan’s licensing expectations.
2. Document Preparation
We prepare a comprehensive application portfolio, which includes:
-
Incorporation documents of the applicant company
-
Passports and CVs of owners and directors
-
AML/KYC policy
-
Responsible Gaming policy
-
Additional internal control policies (e.g., IT security, fairness policy)
We also assist you in crafting a well-structured Business Plan outlining:
-
Your proposed operations
-
Target markets
-
Revenue projections
-
Marketing strategy
-
Payments and Banking solutions
All documents are carefully verified, notarised, and translated where necessary to comply with AOFA standards.

3. Application Submission
Once the application forms and supporting documents are completed, NUR Legal submits the full package to Anjouan Licensing Services Inc. (ALSI), the body currently administering gambling license applications.
We handle the payment of the application and first-year licensing fees and manage the entire submission on your behalf. As your authorized representative, NUR Legal communicates directly with ALSI to ensure a smooth process and a timely response to any follow-up questions.

4. Due Diligence and Regulatory Checks
Following submission, Anjouan regulators conduct background checks on all applicants to confirm the absence of any criminal activity, fraud, or links to terrorism financing. They also review the business plan to assess operational viability.
At this stage, regulators expect evidence of compliance capabilities, such as:
Age verification procedures
Systems to detect suspicious transactions
NUR Legal includes these compliance protocols proactively in your application to streamline the due diligence process. In many cases, no further documentation is requested, and the review proceeds swiftly.

5. License Issuance & Post-Approval Setup
Upon approval, you receive the official Anjouan Gambling License certificate, which is typically valid for one year and renewable annually.
Post-approval, NUR Legal supports the final steps:
-
Coordinating payment of the annual license fee and any required security bond
-
Arranging a local agent or registered address in Anjouan (if required by law)
-
Registering with Anjouan’s Financial Intelligence Unit for AML compliance
-
Implementing player due diligence procedures
We ensure your operational site is fully compliant, with all necessary policies (terms & conditions, privacy policy, etc.) active and aligned with Anjouan’s regulations. Thanks to Anjouan’s efficient process, the full licensing procedure can be completed in 2–3 months — and in some cases, under a month. NUR Legal ensures you're ready to launch without delay.

LEGAL FRAMEWORK
The legal framework for gambling in Anjouan is governed by the Anjouan Offshore Finance Authority (AOFA) under the Computer Gaming Licensing Act 007 of 2005. This law officially opened Anjouan to online gambling licensing nearly two decades ago. In recent developments, the administration of licenses has been delegated to Anjouan Licensing Services Inc. (ALSI) since May 2023, as part of efforts to modernize and streamline the process. Essentially, AOFA sets the regulations and ensures AML compliance, while ALSI handles the day-to-day processing of license applications and support of licensees.
Under the Anjouan system, licenses can be issued for either B2C operations or B2B service providers (recently, Anjouan allows standard individual licenses of both types, rather than sub-licenses). Each license is issued for a one-year term and must be renewed annually. The renewal is generally a simple process of paying the annual fee and confirming that all initial conditions are still met (good standing certificate, etc.).
One notable aspect of the Anjouan framework is the scope: a single license can cover all forms of iGaming without segmentation. This means an operator doesn’t need separate permissions for sports betting vs. casino – the license is broad. However, the licensee must still abide by any limitations imposed by AOFA on jurisdictions served. The international coverage is broad but not unlimited: Anjouan explicitly excludes offering services to certain countries (including major regulated markets and any country on FATF blacklists). These exclusions are part of the licensing conditions, aligning Anjouan with global efforts to avoid conflict with other jurisdictions and prevent use of the license for illicit finance.
Regulatory oversight from AOFA focuses on AML and fair business conduct. There is an expectation of compliance checks and audits, albeit less frequently and onerously than in bigger jurisdictions. AOFA can request periodic reports or conduct an audit if there are complaints. The fact that as of April 2024 there were 19 licensees suggests the regulator keeps the ecosystem relatively small and can pay attention to each licensee. That being said, the Anjouan framework is considered “light-touch”: it places trust in operators to self-regulate to a large extent, under the threat of license revocation if they severely violate terms or law. There is no public register easily accessible (SoftSwiss noted verification links were broken ), which means due diligence is often done through the service providers and the reputation network.
