Corporate Entity and Local Ties

To apply for an iGaming license in Anjouan, you must have a legally registered company to hold the license. This can be:

  • An International Business Company (IBC) registered in Anjouan

LEGAL FRAMEWORK

The legal framework for gambling in Anjouan is governed by the Anjouan Offshore Finance Authority (AOFA) under the Computer Gaming Licensing Act 007 of 2005. This law officially opened Anjouan to online gambling licensing nearly two decades ago. In recent developments, the administration of licenses has been delegated to Anjouan Licensing Services Inc. (ALSI) since May 2023, as part of efforts to modernize and streamline the process. Essentially, AOFA sets the regulations and ensures AML compliance, while ALSI handles the day-to-day processing of license applications and support of licensees.

 

Under the Anjouan system, licenses can be issued for either B2C operations or B2B service providers (recently, Anjouan allows standard individual licenses of both types, rather than sub-licenses). Each license is issued for a one-year term and must be renewed annually. The renewal is generally a simple process of paying the annual fee and confirming that all initial conditions are still met (good standing certificate, etc.).

 

One notable aspect of the Anjouan framework is the scope: a single license can cover all forms of iGaming without segmentation. This means an operator doesn’t need separate permissions for sports betting vs. casino – the license is broad. However, the licensee must still abide by any limitations imposed by AOFA on jurisdictions served. The international coverage is broad but not unlimited: Anjouan explicitly excludes offering services to certain countries (including major regulated markets and any country on FATF blacklists). These exclusions are part of the licensing conditions, aligning Anjouan with global efforts to avoid conflict with other jurisdictions and prevent use of the license for illicit finance.

 

Regulatory oversight from AOFA focuses on AML and fair business conduct. There is an expectation of compliance checks and audits, albeit less frequently and onerously than in bigger jurisdictions. AOFA can request periodic reports or conduct an audit if there are complaints. The fact that as of April 2024 there were 19 licensees suggests the regulator keeps the ecosystem relatively small and can pay attention to each licensee. That being said, the Anjouan framework is considered “light-touch”: it places trust in operators to self-regulate to a large extent, under the threat of license revocation if they severely violate terms or law. There is no public register easily accessible (SoftSwiss noted verification links were broken ), which means due diligence is often done through the service providers and the reputation network.
