All gambling activities in Sweden have been regulated since the Gambling Act of 2018, which opened the market to private operators under strict conditions. REQUIREMENTS

Company & Management

The applicant must be a legal entity in the EEA. Non-EEA operators must establish a branch in Sweden and appoint a Swedish resident representative empowered to act on the company’s behalf. Key personnel (owners, board members) must undergo a fit-and-proper assessment, including criminal record checks to ensure a spotless reputation.​

 

Financial Capacity

Applicants should demonstrate financial stability to sustain operations. While Sweden does not prescribe a specific minimum capital in law, the substantial license fees and taxation (18% on GGR) mean operators must be well-capitalized. Evidence of solvency and sources of funds for the business is required.​

 

Technical Compliance

Before a license can be granted, the gambling platform must be certified by an independent testing lab accredited in the EU. All games and systems are tested for fairness, randomness, and resilience. The technical setup (servers, security systems) must comply with Swedish regulations, and certain systems or data may need to be hosted in Sweden or accessible to regulators.​

Clear Anti-Money Laundering and Know-Your-Customer procedures are mandatory. Operators need internal AML policies aligned with Swedish and EU AML laws, and they must appoint an AML Compliance Officer. Additionally, local audit requirements apply – licensed companies must arrange for a Swedish-registered auditor to annually audit gambling operations and compliance.

For the gambling operations you plan to conduct in Sweden, there are two types of online gambling licenses available: commercial online gambling (casino) and a betting license. The application fee for a B2C license is SEK 230,000 or more (approximately EUR20,000) for a commercial online gambling license and/or a betting license.For one time application for commercial online gambling (casino) and abetting license applies application fee (20 000-30 000EUR) once. While betting on e-sports is permitted, the games that can be provided under a commercial online gambling license are casino games, online bingo, and computer-simulated gambling machines (slots). The casino games permitted under a commercial online gambling license are limited to:

  • Poker

  • and Dice games.

 

According to guidelines from the Swedish Gambling Authority, the Swedish Gambling Act is primarily intended to regulate traditional gambling ratherthan enable entirely new game formats.

PROCEDURE

The process of obtaining a gambling license in Sweden involves the following steps as outlined by the Swedish Gambling Authority (Spelinspektionen)

1. Establish an EEA company

As the license applicant can only be an EEA company, we assist with incorporating company in Sweden or in EEA, depending on several factors of the client

 

2. Application Submission

Applicants must submit an application with all required documentation, including information on governance, financial capacity, and measures for responsible gambling and AML compliance. 4. Fees

5. Getting the License

The SGA grants the license informing the applicant by email and enrolling the applicant in the Licence and permit directory. The process typically takes 4-6 months but can vary depending on the completeness of the application and the authority's workload.​ The license is granted for a period of five years.

6. Getting the License
Licence holders wishing to continue offering gambling services in Sweden must apply for a renewal before the current licence expires. To ensure a seamless renewal process, applications should be submitted at least four months prior to the expiration date. If the application is submitted on time, the current licence remains valid until the Swedish Gambling Authority has made a decision on the new application. ​
