All licence holders under the Landsverordening op de kansspelen (LOK) are required to establish local substance in Curaçao.
📄 On 10 September 2025, the Curaçao Gaming Authority (CGA) published its Local Substance Consultation Document outlining key requirements, including:
• ✅ Appointment of at least one Key Person (registered locally and engaged full-time) during the first four years of the LOK.
• ✅ From year five, minimum three Key Persons must be locally based.
• ✅ Mandatory dedicated office space in Curaçao with proper facilities.
• ✅ Restrictions on conflicting roles (e.g. compliance vs. operations).
• ✅ Possible exemptions for small operators under strict conditions.
• ⏳ Grace period until 31 December 2025 – full compliance expected from 1 January 2026
📝 The CGA is inviting feedback from the industry.

• Conduct a compliance audit to confirm your ability to meet local presence obligations.
• Prepare to appoint and register qualified Key Persons in Curaçao.
• Ensure office premises and infrastructure are ready for inspection.
• Engage legal and compliance advisors to identify potential exemptions or risk exposures.
